problem with enable_motors service in kinetic #105

I have problem to enable_motors service. in rosservice list I see enable_motors but when I tried to enable_motor I got this error:

"ERROR: Unable to communicate with service [/enable_motors], address [rosrpc://hamed-ThinkPad-T510:43277] "

I tried all issues that published yet but I can not solve this. can anyone help me ?

I had installed on melodic earlier, didn't work. Now installed Ubuntu 16.04 for this thing to work and I get the same error with a different url ofc.
