Adding dynamic_reconfigure dep fixes #29 #30

This is not strictly required, as the dependency hector_gazebo_plugins already depends on dynamic_reconfigure. I merged it anyway, as gazebo_ros_baro.h even exposes the dynamic_reconfigure header.
