Fix school config modification

[tuan-tu-tran]

It's writing in the wrong file.

It's been fixed by 49d7256e269f581f5942feabd2ce9c4bad88c237 but we need to backport it to v1.0.3

Test

• edit the school config
• the new school config must be written to /local/constantes.inc.php
