Move the local configuration files in the local folder #39

Currently the db and school config files are written in the /web/config folder.

We should move them to the local folder.

The idea is that when we deploy a new version, we can just nuke all files except the local folder.

Then we deploy the new code and copy back the local folder.

This is what is done by the deploy script ( #38 )
