h264 Single Nal Unit support

What steps will reproduce the problem?
1. make a video phone call to a physical videophone using h264 bp10 codec

What is the expected output? What do you see instead?
expected double-way video/voice communication. But in fact for video it is only 
one-way, idoubs can see video from the videophone, but videophone could not see 
idoubs's video. voice is ok.

What version of the product or source code revision are you using? On what
operating system?
using xcode 4.2, ios sdk 5.0. latest idoubs source code (nov,2011)

for the imsdroid, it looks like having same problem as issue 225 as below link:

it looks like doubango having some problem on single nal unit mode 
packetization and level negotiation, could we include such enhancement to make 
idoubs more compatible with videophones using h264?

Attached is a wireshare and we can find that we are using FU-A and the 
videophone using SingleNal. The videophone could not decode frame from us.
