Agent scan against a Windows 7 computer copies a 0 byte sc.exe file so it doesn't install agent. #128

What steps will reproduce the problem?
1.OpenDLP server on a VirtualBox VM, host is the windows 7 I wan to scan
2.Create agent profile
3.Run Scan

What is the expected output? What do you see instead?
I expect the agent to be installed and the san to start.  Instead it's stuck in 
the -1: Deploying  step.

What version of the product are you using? On what operating system?
0.5.1

Please provide any additional information below.
Once the scan starts all the files are copied to the OpenDLP folder created in 
the Windows 7 computer, except the sc.exe which was copied with 0 bytes.  The 
sc.exe I'm using is the Windows XP sc.exe with md5 
a48b1c06219a01a60cd8d4d45440bde9.  The agent is never installed and it just 
stays there.

Here's another test this time to another computer running Windows 10.  The same 
thing happens, the files are copied over but the sc.exe is 0 bytes.
