event logs (indexing issues): allow filter for critical issues (causing lost records) #22

Event log entries for indexing issues should allow providers to first
identify the most critical issues, which lead to record loss in the
indexing process (missing mandatory elements etc). If many non-critical
events get logged, it is hard to identify the most pressing changes needed
on the side of the data resource. Need an option to filter for
indexing-critical issues.
