Statistics on which data get requested / browsed / downloaded on which
resource through Portal and Web Services as downloads (usage statistics,
i.a. for providers justifying collections / expenses on collections and
databasing).
These might be generated on-demand at a provider's request, or pre-generated
for all resources in the network (though this proved rather expensive in the
Prototype Data Portal).

Probably not well explained - this bug is not a duplicate of 172 as it
concerns data _usage_ reports (reporting which records have been
requested/downloaded etc from each data resource), while 172 deals with the
event logs of _indexing_ issues. Both will be necessary (incl. downloads
etc.), and they concern different types of information.

I set this as a duplicate because all of this information will be in the
same logs and can be filtered in different ways (through the UI that Dave
has been developing). I think download should just be an option from that
UI and should work based on whatever filters they have.
We can leave this open but I'm trying to turn the bug lists into a
realistic estimate of remaining effort...

Use this as a placeholder for producing downloadable reports based on the
logs (i.e. formatting the data into a useful document).
