Citation of resources: provide hotlink for doi values (provider Pangaea) #37

Provider 145 (Pangaea) provides detailed citation texts for their resources
via doi, given in the CollectionCode element. On a page like

http://data.gbif.org/occurrences/136299944/

they would like to have these dois hotlinked, which requires a format like
http://doi.pangaea.de/10.1594/PANGAEA.52729. The resolved value is supplied
with the DarwinCore <Notes> element.
