Map issue - Occurrence overview, map: find meaningful maximum zoom level for initial display #39

Viewing an occurrence overview on various pages (species, dataset,...), the
zoom level of the map displayed is automatically selected based on the
distribution of georeferenced records available. 

In cases where the distribution is very narrow, this can go down to a
display of two one-degree-cells. This level is no longer helpful as an
overview, even when the country name is given (e.g.
http://data.gbif.org/species/14212108/). A more meaningful level should
include at least a recognisable part of a continent, while the distribution
dots should still be easily visible (e.g.
http://data.gbif.org/species/14212108/?extent=0%2B-38%2B180%2B52&zoom=2&minMapLo
ng=0&minMapLat=-38&maxMapLong=180&maxMapLat=52&c[0].s=20&c[0].p=0&c[0].o=1421210
8).
Any zooming beyond this level should not be automatic, but on user request.

I'll use zoom=2 as max zoom level that the portal automatically zooms at. Any 
other
zooming will have to be made by user request.

Issue fixed in revision r91.
We used zoom=3 as maximum zoom level for initial display.
