Portal feedback: Confirm email address always points to data.gbif.org; should point to mirrors site #59

When a non-authorised user submits a feedback message from a mirror site, the 
confirmation URL 
points to data.gbif.org. It should point to the mirror's site. 

Defect reported by Silvia Lusa at GBIF Spain (Spanish GBIF mirror)

This also branches into a greater issue. If a user verifies the email address, 
the verification 
information is stored into the mirror's DB , which is going to be overwritten 
during the next 
rollover. This obviously will erase the validation information for that 
specific user. 

This issue emphasises the need for merging some data from the mirrors into the 
main database at 
the GBIF Secretariat.
