New possibility with search filter #70

About the occurrence search (http://data.gbif.org/occurrences/search.htm)

It would be usefull to have a new filter in Other Details : Collector name
is ... (french researcher would use such filter)

And it would be usefull to can filter Country, Data Provider and Host
Country by "is not"

If we create a filter for "Collector Name" we should include both IS and IS 
LIKE predicates , as many people won't 
type the exact collector's name.

Implemented in Revision r73. 

The filter for "Collector Name" also was created, but in the database is need an
index for the collector_name column in the raw_occurrence_record table due to
performance issues.
