Since version 5.0 of CGal no libraries are needed anymore (from the readme.md of CGal: Since Version 5.0, CGAL is now header-only by default, meaning that you do not need to build and install CGAL.). Therefor the libraries that are used in the VS2017 solution file need to be removed and only the include files are required. Maybe a notice in the documentation and a change to the VS2017 project are in practical.
