Update the Main Setup README.md file for instructions on pycoco tools installation. #24

The current conda environment YAML file does not include Pycoco tools, which is needed to run the evaluation of the neural network performance. Unfortunately, Windows cannot install it directly, so instead of updating the YAML, specific mention of instructions for its installation should be updated on the README.
