operator waypoint not set correctly #158

When configuring the handover action we update or place an operator waypoint in the worldmodel. Currently this does not work. The operator waypoint is now predefined in ed_object_models.

Note: placing the operator waypoint in this way is a hack in and of itself. Preferably we look for our operator based on people recognition. But that is not what this issue adresses. Although a fix to that would render this issue obsolete.

On the impuls model 2021-12-20 The pose will be reset to origin 2022-01-17 The entire waypoint will be deleted
