TMC 20.10 Update #69

Review and merge after https://github.com/tue-robotics/hero_bringup/pull/67.

This does require people to update their TMC/HSR packages. But updating shouldn't cause any issues.

The number of commits should be much less. I think a rebate on master should fix this.
