critical-battery-action set to nothing

This didn't solve the issue. This doesn't mean that this should be reverted as all settings combined could produce the correct behaviour.

lid-close-battery-action and lid-close-ac-action set from suspend to nothing

sleep-inactive-ac-timeout set from 3600 to 0, sleep-inactive-battery-timeout set from 1800 to 0

It might be that when not logged in, it takes the settings from the gdm account. https://askubuntu.com/a/1132068
