Add python script to check whether the versions of existing packages match those specified in a packagexml

As this is my first time working on tue-env, constructive feedback is welcome.

Things to add in the future: a way to print, the current state of the system. like tue-status but including the version of all packages. So that one may compare the state of their system to that of someone else.

development on this will continue after #638 is largely done
