Input is a state abbreviation such as 'PA'. Region is then determined. User can select to view 3 categories of species recommendations: 1) Trees, 2) Wetland, 3) Flowers

id_local_species_v3.py currently takes a state abbreviation as an input such as 'PA'. Recommended trees, wetland plants, and flowers based on region is printed to a readme.txt
