New AFK Implementation
Storing afk state in DB.
Tracking of chats that texted you while afk.
All afk response messages are now sent to logger chat.
Userge-inspired funny afk messages.
Other Changes
Fixed the pmpermit bug where the state was not being stored in the DB if the chat had not committed a violation.
