Webcrawler characters gain Contacts naturally.

Basically contacts are automatically rolling their checks as much as possible (probably better to exchange hours for days in this case).

Contacts are city-bound and are always tied to a particular faction #4

A player can only buy a contact of a high enough level as the reputation he has on that faction.

Contacts is a top-menu items, which the player can have none or more of per city - up to 1 per faction (he can always buy a new contact instead and replace the older one).

They can offer a bunch of interesting thing, like their own shopping #10 (which they'll gather information #21 themselves and sometimes even gift the player). They can also carry states like "release from jail" or "pay for food", that will be activated at the next opportunity.

Pending: a complete adaptation of everything page 183's table.

Instead of just "doing stuff for you", contacts could be ways to "redeem" your reputation. For example: corporate contacts could be an independent, self-renewing store for hardware, IT for programs, while law and politician contacts will get you out of jail and criminals can set you up with mercenaries and more missions, with extra money rewards.
