City labor notifications #149

On 2.0 there should be a notification area, separate from the Squad window. Also the game won't be limited to a single Screen, allowing for dialogs when interacting for Towns and such.

For this particular issue, it means that these notifications should just be printed in the notifications window - and also make use of it to print when a city start working on a labor too (when auto-managed).
