At some point may want to fork into 2 traits: Religious (good) and Religious (evil), one prohibiting the other. They would share most projects but offer unique ones too.
Ministery (10, requires town): 10% chance of turning a city event one level higher. Divine ministery or Unholy ministery (10, requires city): 20% chance instead.
Pyramid (20, requires city and a free desert tile): once per season (1% daily chance) will attract a high-level Outsider that can either be recruited or left there to defend the city (destroys an Incursion with a Outsider#el/(Outsider#el+Incursion#el)

Celebrate (0, human-only): Squads in Town get a +1 bonus for a week.
Divine intervention (0): if an Incursion from another Realm is present in the district, relocate it somewhere adjacent to another Actor of the same Realm. If none exists, simply destroy the Incursion instead.
Hall of prayer: adds a perpetual labor that converts labor into XP. "To whom shall we pray today?" will transfer the sum to one hero as XP/target#CR.
