The paladin Kit is rather bland right now. Ideally, he should have some "smite evil" spells but those are hard to find in a way that would work without a lot of changes on Javelin (like a Condition design expansion).
Bless water is one that would work, as long as it consumes 25gp on being cast (outside battle only), producing a Holy Water splash weapon #81 http://www.d20srd.org/srd/spells/blessWater.htm
