Problem: dropping up to 3 maps from each champion is too much - on lower difficulties, it clutters the inventory and lessens strategic depth of the progression with too many options and the value of individual scrolls acquired. The reason that's currently necessary is to account for lower-level map drops, hence dropping two on average so one will be equal-or-higher.
