Make vendor maps always tier I, so that players always have the opportunity to restart progression if needed or desired. This would make map progression completely static (as in: 100% agnostic to player level).
The new paradigm is to create a system where players can always pick up a tier-1 scroll and then progress sideways and upwards at their own pace by acquiring scrolls - and then starting from 1 again when running out of scrolls of after reaching their build's limit. Realistically, players are more likely to accumulate scrolls to fall-back upon but that doesn't mean this new paradigm isn't worth pursuing as it is more friendly towards higher difficulties (and also worst-case scenarios in lower difficulties) while also being an alternate approach and not a hard replacement for any previously-possible play-style.
