Few levels scaling incorrectly #6

Some dungeons seem to have a fixed level-range and probably need to be changed manually and used as static drop-ins.

scale.py solves a lot of these, some outliers have been commented-out and are marked with TODOs.

HiFive on Steam reports a problem with the Ossean Wastes phase portal not scaling. They are using 1.0.
