Buffs/Debuffs not managed (13.56)

Troubleshooting Steps

After updating to 13.56 the mover for buffs and debuffs is missing, and any updated to settings for them are not being applied.

Describe the expected behavior and what actually happened?

No change to visual for buf/debuff panel. No ability to move buff/debuff panel.

Reproducing the issue.

/ec -> edit a buff/debuff setting. Close /ec
