Empowered Spells randomly not going past T1, or casting at all.

What is the issue you are having?

I'll cast an Empowered Spell, and it wont cast all the way and instead, just stop at Tier 1, or a millisecond before it hits the first tier.

EDIT: It seems to be a GCD Issue. It only seems to fire off at Tier 1 when I press an empowered ability while waiting for GCD to recover.

The issue seems to only be with ELVui Action Bars too, if I disable ELVui castbars, the issue is no longer there.

What is the expected behavior?

I should be able to hold down the ability until I'm ready to release it

What actually happened?

It sometimes will automatically release it at or before Tier 1

[X] I have disabled all addons except the three called 'ElvUI', 'ElvUI Libraries', and 'ElvUI Options' by using /edebug on? This is important in order to rule out that any of your other addons are causing the issue. If you manage to pinpoint a conflict between ElvUI and another addon, make sure you include that information.

I am having this problem too. It is honestly game-breaking for me, especially in the middle of high-keys. I really don't want to keep going back to the default Blizzard action bars.

I'm having the same issue but when I change from Preservation to Devastation and vice-versa.
