Chromecast 2 does not support 802.11r #676

What steps will reproduce the problem?
1. Try to connect to a WLAN configured with 802.11r
2. Chromecast will fail to connect with a "check password" error

What is the expected output? What do you see instead?
Chromecast 2 should support 802.11r, like the first gen model

What version of the product are you using? On what operating system?
Chromecast 2, firmware 1.16.44433

Please provide any additional information below.
This was tested on a Ruckus ZD1200 WLAN controller and Ruckus zf7372 access 
points.

Having the same issue with a Chromecast audio on a client site running Ruckus 
Unleashed R500's with the latest 200.1 firmware on the Ruckus.  Unsure of the 
software version on the Chromecast audio at this time.  Will check Monday.

Won't connect to 802.11r enabled networks.
Works fine when 802.11r is disabled.
