This pull request makes changes such that

tests pass in CI (GitHub Actions),
get_spot.py verifies the SHA256 digest of the downloaded file,
setup-pdm is used, but it may be worth using setup-python instead in the future because it is more general,

I added Emacs temporary backup files to the Git-ignore list. I can revert that if you want.
Spot requires a lot of time to build, so we should cache it. OK to do it in a separate PR.

The steps in main.yaml of this pull request can be the basis of installation instructions (issue #2).
