Paging through Customer Manager list of customers is slow for MasksOn #213

Need to debug the query.

At some point (following Jack's UIN mocks) I added the ability to tell how many pages there would be on that page, so we can avoid paging past the end and be able to show "Page X of Y". But it's possible that's contributing to the query slowness.
