Encounter Bar (Vigor Bar) not controlled by Dominos #763

Issue Dominos has an "Encounter Bar", which does not replace the "Encounter Bar" in the vanilla UI. The vanilla UI bar controls where dragon riding vigor is displayed. This appears to be a bug with the new UI.

When reporting an issue, please try to reproduce the issue with just Dominos and Dominos_Config running. Done

When attempting to move frame with edit mode also temporary workaround move to where you want it to be with all addons disabled save it in edit mode then re-enable dominos etc
