40400 is actually the latest toc version for wow classic. 30402 was for Wrath. https://warcraft.wiki.gg/wiki/TOC_format

Yep, but it did fix the problem.

But maybe your other change will solve the problem in a more correct fashion, I’ll try verify it when I get a chance
