Description

Winner page to reveal the leading proposal as the next upcoming topic.

Functionality added:

Winner page
Button to reveal winning proposals
Winning Proposal card in light and dark mode styles, accompanied with stats breakdown of the voting
Unit testing for React components using the react-testing-library
