Feat: Add Responsive Header Component #59

A responsive header component would help us:

Ensure consistency in branding
Provide visual consistency as users navigate from page to page
Avoid re-inventing the wheel every time we make a new page

Requirements:

[ ] Implement via the style system (Recipes, Sprinkles, and/or Vanilla Extract themes)
[x] Reflect the TWD branding
[x] Readable and appealing on any screen size without harsh shifting during resize
[ ] Have a light and dark variant

Other opportunities:

[ ] Consider incorporating page titles into the header component
[ ] Consider implementing navigation (e.g. top bar, combo-box, accordion)

This has partial implementation after #84, and further progress is blocked by #98. I think this is Good Enough™️ for now.
