To decrease the noise but don't want to kick the bot, we may want to put tululbot in passive mode.
When in passive mode, Tululbot won't answer any command in group conversation, even when the tululbot is a member of a group conversation. You can ask the bot anything via private message, though.
To make it passive, just say /botoption passive. To wake it up, just say /botoption active.
To make it less abusive, only selected person who can make it passive and passive. In other words, we should implement a little bit of ACL, too. You can see who is able to make it active and passive by saying /botoption group dormant
