Twice investment cost of the transmission lines is calculated #311

I assume Investment cost of Sheet Transmission only consider cost of unit transmission capacity [Euro/WM]. When expanding a new transmission line between A and B, investment cost of the transmission line will be calculated twice. Please fix the bug or note this in the documentation.
