[x] Add ckanext-password-policy
- This works using the montreal branch
[x] keitaroinc/ckanext-password-policy#6
- Some passwords that should be accepted are not
[ ] Add extension to table in README.md
[ ] Provide documentation on password policy and brute force protection options
