fix: dvo_benchmark required dependency of dynamic-reconfigure #48

On Ubuntu 16.04/ ROS Kinetic

dvo_benchmark subpackage depends on dynamic-reconfigure.

Hmm, it doesn't look like this is a case, actually. Still, on my system it is required. Maybe a catkin tools bug?
