Split out gems #582

As discussed in #580, this removes all the various gems (and nukes collins-state) in order to move them to their own repos. (git subtree split ❤️)

The following gems are getting their own repos:

collins-client
collins-shell
collins-auth
collins-notify
consolr

The repos have yet to be created, and i'll of course not merge this until they're set up. I'll link them here once they are.

There are some minor things that need to be fix (links to to this repo for instance) that i'll fix up in the next days, but i'm gonna merge this now to finish the split.
