This has some updates for pushing the next version to pypi
converts the README to reStructuredText to work better with pypi
adds some more metadata to specify this works with python 3 versions, now
adds some setup.py commands to ease pushing updates
I pushed this to the test pypi environment at https://test.pypi.org/project/PyTumblr/0.0.7/
This can be tested by installing pip install -i https://testpypi.python.org/pypi pytumblr
