Change license to Apache-2.0 license #30

Would be happy if the license would be changed to Apache-2.0 license.

GPLv3 prevents me from contributing. OIP can stay as GPLv3 - but I would change or dual license Blue-Framework.

I'm unsure how this goes, a change of licence. Who would need to agree?

Personally, I don't mind a change.

In my view: everybody that contributed at anytime to this repository, since they contributed under the GPLv3.
