[BUG] Link to doxygen download file is not found #473

Describe the bug doxygen-1.8.20-setup.exe is not found under URL which is used in SetupHelp.md

To Reproduce Steps to reproduce the behavior:

  1. Open Setuphelp.md file or click in documentation on "Building OIP on your machine" 2, Under topic Prerequisites -> 8.Doxygen click on the download link.
  2. See error 404

Expected behavior Doxygen should start its download after clicking on the URL.
