Added OpenTopoMap.ru #40

What is different from OpenTopoMap.org:

Coverage: ex-USSR and Czech Republic.
A lot of improvements in the style (see https://forum.openstreetmap.org/viewtopic.php?id=68308)

Very interesting map area coverage... I'm curious what is the reason (especially when Slovakia is missing) - you know we have some bad experience being "included" into the USSR here in Czech Republic ;-)

After merging I realised that the file name is the same as the name of the "original" OpenTopo map. This breaks things:

The user can not have them both installed (without creating a subdirectory)
It breaks the logic of the map catalogue where the file structure is flat.

(I have renamed it, but keep this please in mind for further map commits)
