Possible race condition when checking queue promotions #301

There is a report from field that one player has gotten up from queue from far away, when someone else on top got lifted into event. Looks like a race condition, looking at the timestamps. Made a small fix around the area so window is smaller bug needs more detailed study.

Also, it would be great to have internal logs available. GH #111.
