Discourse "babble" chat support #93

This PR implements the discourse babble chat system. The bulk of the code is by @misaka4e21; I only fixed some unwise decisions (including not making it a fork for fucks sake).

I am fine with whatever the new license is, but you will need to ask 4e21 too. I mean, hitorino/fishroom does contain some new rebased content, so...

Fixes #89.

Either GPLv3 or AGPLv3 is fine for me. Thanks for cleaning the tree.
