I'd like someone to test it first, but it looks like this will give us a full dev environment with fully automated setup. The changes enable FB auth by default in swagportal, create an LRS in Learning Locker, and configure swagportal to use it.

The learninglocker setup never worked right, and Jake says he's having better luck using mongodump/restore (https://github.com/tunapanda/provision/pull/66). Closing without merging.
