What is the purpose of the change

This changes the title of the Github Action workflow from "Lint Checker Report" to "Broken Link Detected (Help Wanted)"

@tungbq This workflow should provide "Broken Link Detected (Help Wanted)" as the issue title going forward for all broken links.
