Options dialog goes off-screen if main window is near the edge #299

This behavior is back.

What steps will reproduce the problem?
1. Put the main Witty window near the edge of the screen.
2. Open the options window.

What is the expected output?
1) The application place the dialog so it abuts the edge of the visible 
window
2) To be able to move the dialog by "grabbing" the title bar and
2a) Have the application remember the placement of that dialog

What do you see instead?
The dialog centers on the parent. Portions of the Options dialog are off 
the edge of the screen and are not displayed. 

What version of the product are you using? On what operating system?
Version 2.4.0.18444 on WinXP Pro SP3
